Definition
It would be the ratio between the "opened" milestones within a period of time and the closed ones. An "open" milestone would be one that should have been closed or has more than 0 h of duration and isn't finished. It show the capability of the team to not just do the job, but close milestones in time while new milestone should be reached.
Use Case / Interpretation
If your ratio is bellow 1 it means you could reach more milestones with the same team. If your ratio is between 1 and 1.1 it means your team is overdemanded in 10% of milestones that most probably are not reached. If your ratio gets up to 1.2, you better start doing something about it. If your ratio gets up to 1.3 and above, you are in trouble.
